Republican lawmaker on crusade to hold DC officials accountable for inaction on infant killings

It has been more than a year now since the horrific discovery of the bodies of five near-full-term babies stuffed in a box and left to die outside an abortion clinic in the District of Columbia. Now a congresswoman is making D.C. officials face the horrendous scandal they have ignored.

Republican Florida Rep. Anna Paulina Luna forced District of Columbia officials on Wednesday to address the scandal they have failed to address since March 25, 2022. It was on that day that pro-life activist members of the Progressive Anti-Abortion Uprising shared images of the box they confiscated outside a Washington Surgi-Clinic. Inside were the body parts of 110 aborted children and five preemie babies, some still fully intact, outside a Washington Surgi-Clinic. Markings on the box showed that it was destined for an incinerator at a Baltimore medical waste facility.

“Inside of this box, along with 110 early-term babies, were five full-term babies,” Luna said, addressing D.C. city council members. The Florida congresswoman then asked for photos of the five infants to be submitted into the record, after which she read aloud the names of each.

“Christopher X, a full-term baby boy whose body was almost fully intact. Harriet, a baby girl that was born with one eye open. Phoenix, a baby born en caul (still in the amniotic sac). And Holly and Angel, two babies that were dismembered and mutilated to the point that they were in pieces,” Luna stated on the record.

Pointing to the photos, the congresswoman asked council members to explain exactly “how this is not homicide under D.C. law.” 

“Do you believe that doctors who intentionally kill the baby at full term within the womb … should be excused from criminal penalties?” she demanded, referring them to the 2022 Born-Alive Infants Protection Act.

Luna called out the hypocrisy of her Democratic colleagues whom she said claim to care about children’s safety but “have turned a blind eye to this awful situation.”

“One of Congress’ duties is to provide robust oversight over Washington D.C. and its policies,” Luna told the D.C. officials. “After all, this is the capital city for all Americans. Unfortunately, one of the most egregious of crimes occurred in D.C. with absolutely no hearing or oversight on the situation.”


At the center of the scandal is Dr. Cesare Santangelo who performs abortions at the Surgi-Clinic. A secretly recorded video taken by a Live Action investigator allegedly shows Santangelo discussing how he would let babies die if they were accidentally delivered during a procedure. The D.C. clinic boasts abortion services through 26 weeks on its website. Luna pointed out that council members continue to protect Santangelo, who faces two separate lawsuits for botched abortions.

“The lack of oversight on this situation has allowed Dr. Cesare Santangelo … to continue practicing despite these open lawsuits,” Luna continued. “One of the botched abortions, which killed a woman, showed during an autopsy that there were fetal remains lodged in her lung tissue from the abortion. Her lungs!” she exclaimed, demanding to know how Santangelo “is still allowed to practice as a medical provider.”

“It’s clear that he has no regard for human life or the Hippocratic Oath,” she added.

“Today just scratched the surface of the oversight that’s required and your willful disregard for life, the most fundamental human right, makes me question whether D.C. is fit to govern itself,” Luna said at the conclusion of her remarks.


Democratic D.C. Mayor Muriel Bowser has refused to respond to repeated requests by Republican lawmakers for information on the five babies, including whether autopsies were performed. 

One of those lawmakers, Sen. James Lankford (R-Okla.) told The Daily Signal last week that Bowser’s inaction is “unacceptable.”

“Almost a year ago, five dead babies were discovered and linked to a Washington, D.C., abortion facility run by a late-term abortionist,” Lankford said. “Evidence suggests that the babies could have undergone illegal partial-birth abortions or infanticide. Still, nothing has been done to seek justice for these children. This is not only heartbreaking; it’s unacceptable.”

Progressive Anti-Abortion Uprising founder Terrisa Bukonivac, who took the photos that brought the horrific injustice of the killing of these babies to light, referred to Bowser as “an active collaborator in the abortion genocide and a traitor to humanity.”

“She has repeatedly put her professional career over the safety, dignity, and health of her district and her refusal to investigate the murders of the five is just another example,” Bukonivac told the news outlet.

“Congress must intervene, give these babies their day in court, and pass a national ban on abortion at viability to ensure these crimes never happen again.”
